After prophesying this about the apostles, the Word begins a new paragraph and continues on to address the conversion of the Gentiles: And the poor and needy shall be glad; they shall seek water, and there will be none; their tongue has been dried up from thirst. But they believed these things of old, and now he says: I the Lord God, I the God of Israel will listen to them, and I will not forsake them. But I will open rivers on the mountains and fountains in the midst of the plains; I will make the wilderness into marshlands of water and the thirsty land as watercourses.

He means those from the nations who have believed; for they were poor, not having received the prophetic wealth. They shall seek water, and there shall be none; their tongue is parched with thirst. These things they suffered before the call, living in want and oppressed by great thirst. I am the Lord your God, I, the God of Israel, will hearken to them and will <not> forsake them. For even if I am called the God of Israel, yet I am God of all; for which reason indeed 18I will open rivers on the mountains and springs in the midst of the plains.
