The rendering of the Septuagint joins these things to the verse discussed above. For this rendering predicts: Then says the Lord: “Happy is the one who has a seed in Zion and a kinsmen in Jerusalem,” and then says immediately following: For see, a just king will reign, and rulers will rule with judgment. For, since these things were about to happen in Jerusalem, he rightly deemed blessed those who were about to enjoy the benefit of these things there. But in the other Greek translations, the phrase the Lord says is joined to the above verse and the things then discussed form a new section. Therefore, according to Symmachus, the text reads: See, the king will reign in righteousness, 206 and according to Aquila: See, the king will reign for the righteous one, and the same according to Theodotion. Indeed, this refers to how Zerubbabel, who was from the tribe of Judah and from the lineage of David, led the children of the Jews in the return from Babylon, when they came back from their captivity during the times of Cyrus, the king of Persia. The fact that rulers will rule with judgment is in the plural may indicate that Jeshua was with Zerubbabel, who was of course the son of Jozadak the great priest, and there were also many others of whom we know because they are mentioned by them.

For behold, a righteous king will reign, and princes will rule with judgment; he blesses those who inhabit Zion and beget children there, and he makes an accusation against those who have fled to Egypt. And he foretells also of the king and the just judgment of the rulers. But if someone says these things were spoken concerning Hezekiah or concerning Josiah or concerning Zerubbabel, he misses the truth. For Hezekiah had already been king, but Zerubbabel was not even a king but a leader of the people and a general, and Josiah was a king and a pious king, but his achievements surpass those of the one prophesied. One must understand <therefore> the king to be the Lord Christ, and the rulers to be the holy apostles and those after them who have received leadership of the churches. Concerning these, the blessed David also said: "Instead of your fathers, sons were born to you; you shall make them rulers over all the earth."
