In order that they might attain this glorious and highest rest over all of heaven and earth, the luminous bodies retired in darkness, and the ungodly were delivered over to suffer what had been prophesied. It was concerning them that it was said: And I will command evils for the whole world, and for the impious, their own sins. Therefore, all these things were spoken generally concerning the judgment which would come at the end of the world against the ungodly. It is therefore for all of these that the Word spoke of the world rather than Babylon. If our observation is correct, we may divide the meaning of the prophecy into the generic sense concerning the universal judgment and the specific sense concerning Babylon. Therefore, he made references to the prophecies concerning the world in a variety of ways. For he said: “The Lord and his armed men will come to destroy all the world,” and “For behold, the incurable day of the Lord comes, a day of wrath and anger, to make the world desolate,” and once more: I will command evils for the whole world. In these statements, the prophecy did not once mention Babylon but rather delivered a general lesson concerning the “righteous judgment of God.” It is concerning this which the text continues on to say: And I will destroy the pride of the lawless and bring low the pride of the arrogant. Now why did he speak only of the Babylonians so harshly and not of other nations as well, such as the Galatians and their demigods or the Spaniards? For we know of none other that vexed the Jewish nation at that time, nor do we read of any others who continually attacked them. And then they plundered Jerusalem and ravaged their land. Thus the Word informed those who were about to be besieged of what would certainly happen at the hand of their enemies.
