The head and tail may refer to the rational and the irrational or the rulers and the least of the subjects, as he then indicated quite plainly when he said, the great and the small. But instead of and those who admire persons, Symmachus translated it and the venerable. And therefore we may say that this venerable one and the elder would be the head. But the tail is the prophet who teaches lawless things, which, as it were, is the least part of an irrational animal.

And who is the great? The elder and those who show partiality—this is the beginning. And he calls those who judge unjustly "those who show partiality," against the law that says: "You shall not show partiality to a man of power." Then he also shows the other order: And the prophet |113 b| who teaches lawless things—this is the tail. There were certain false prophets who foretold things contrary to the prophets and did not allow belief in the divine prophecies.
