And he goes on to speak of the disciples when he says: Thus says the Lord God, who created heaven and established it, who bolstered the earth and the things that are in it and who gave breath to the people on it and spirit to those who tread on it. And see how the text mentions the one who has established it, since in the creation account of Moses it is said that he appointed the formation of the waters. But this is not what the Greek philosophers say. They maintain that the atmosphere and the heavens are in fact made of fire, and they believe that the earth has been established in proper order so that the center of the universe is unmoved, although the text does not say that he set the heavens in order. However, instead of And the things that are in it, Symmachus says: You established the earth and the things coming from it. And that these things have happened he shows plainly when he says next: The one who gave breath to the people on it and spirit to those who tread on it.
For it is necessary for you to learn from a certain person what was said concerning the Christ, for the prophetic word tied everything together when it said at the beginning: “Jacob 270 is my servant; I will lay hold of him; Israel is my chosen; my soul has accepted him; I have put my spirit on him.” And the text has not yet stated who the one who said these things is, but it does plainly show in the present passage who the one who has prophesied these things is. Therefore, he continues on to say: Thus said the Lord God. For he himself was the one who said the prior as well as the additional things that were said. For he says that you were not the sort of people who would fail to see the invisible and incorporeal presence of God. But, looking up into the greatness of such heavens, you considered the greatness of the one who made it all. But even if you looked around the earth, such as it now stands, you would see that the entire universe has been immovably positioned and firmly fixed and founded so that it is absolutely impossible for it to be moved. And you would reflect on how great the ineffable power is that established it and that caused it to be fertile and bring forth fruit so that it would support so many animals and plants. Therefore, then, the one who fashioned such good and great things is the Lord and God of all, and it was he who delivered the prophecy above concerning his Christ.
And afterwards, then, the text says that he gave breath to those over whom he kept watch and to the people on the earth, that is, to all the people whose lot it is to live on the earth. And then, at the first creation of man, “God breathed into his face a breath of life, and the man became a living being,” so that from that moment all people shared in life and were no longer mere spirit. For the text says that spirit was given only to those who tread on the earth. And one could say that those who tread about with an earthly mind refers to every kind of rational and irrational creature on the earth in the above passage.

Господь Бог. Господь есть Бог всякой твари, Которому подвластны все народы.
сотворивший небеса... землю. См. ком. к Ис. 4,5.
дыхание... дух. Творец всего сущего (Пс. 103:30; Деян. 17:24, 25) посылает людям Своего Сына, дабы Он возродил их для новой жизни.

Как Он говорит (о Себе): дающий дыхание народу на земле и дух ходящим по ней (Ис 42:5). Без сомнения, каждый ходящий по земле, то есть земной и телесный, причастен Святому Духу, который принимает от Бога.
