After saying these things about them, he turns to address those in the church of God, and so he also glorifies God saying: God who dwells in lofty places is holy, Zion is filled with judgment and righteousness. And you will perceive from what is said that Zion has itself been filled with judgment and righteousness. Above the text said: “Then judgment and righteousness will rest in the wilderness.” Therefore, the desert which was mentioned above he now calls by name as Zion, signifying the church of Christ. For this was the place that once was a “desert,” but then “in which judgment and righteousness came to rest.” For this reason, God is now blessed, because this place was filled with judgment and righteousness.

Holy is God who dwells on high. He calls high those who are lofty in thought; for he has made them a divine dwelling place. Wherefore the divine Paul also said: "Do you not know that you are the temple of God and that the Spirit of God dwells in you?» The prophetic word, therefore, holds to the sequence; for having pointed out the holy apostles, it calls them a dwelling place of the God of all. Sion was filled with judgment and righteousness. It calls the churches throughout the world Sion, as we have often previously shown. But if anyone wants Jerusalem to be signified here, the prophecy is true even in this way; for many myriads in it believed; and the great James is a witness, pointing them out and saying: "You see, brother, how many myriads there are of Jews who have believed, and they are all zealous for the law."
