And although it has been written because a holy people shall dwell in Zion, we should note that neither the Hebrew text nor the other Greek translations preserve the word holy. According to Symmachus, the text reads: A people shall dwell in Zion. For so it was that not all the people who inhabited Jerusalem after these things happened were holy. The Hebrew text in fact states: She did not weep with weeping, “Have mercy on me.” For this reason, according to Symmachus, the text reads: In Jerusalem you will not weep with weeping, and likewise according to Theodotion: In Jerusalem you will not be wept for 198 with weeping. For those who, by the mercy of God, once again reached their fatherland and for those who rejoice and are glad, the time of weeping was no more, as the text says: “Coming they shall come with rejoicing, carrying their sheaves.” But this was only because they received the mercy of God. But instead of the voice of your cry; when he saw, he listened to you, Symmachus says: To the voice of your shout, whenever it might be heard, he will hear you. And this is similar to the verse: “According to your faith be it done to you,” as the Savior used to say. For he indeed says now she did not weep, but he is speaking of another time. But the Word always encourages her to shout out to God. For, he says, God will answer your voice. But according to the Septuagint, the text reads: And Jerusalem wept with weeping, “Have mercy on me.” For when the land resounded loudly to God with the evil of its inhabitants, the powerful were broken off on behalf of the powerless and the better on behalf of the worse. Therefore, the text continues on to say: The voice of your cry; when he saw, he listened to you.

Blessed are all they that wait for him, because a holy people will dwell in Zion. And the prophet has said these things, urging them to remain and not to flee to Egypt. And he also foretold the return from Babylon; for he called them a holy people. Such was Jesus the son of Josedec, such was Zerubbabel, such was Ezra, such was Nehemiah and <οἱ> with them all who brought diligence to the building both of the temple and of the city. And the discourse also refers to the faithful after the incarnation of our savior, who, when the unbelievers were driven out of Jerusalem, inhabited the city with a brilliant life and propitiated God with continual hymns. And Jerusalem wept with weeping: Have mercy on me. By personification again the prophet has used, he himself offering the prayer instead of her. And he brought back the answer: In mercy He will have mercy on you at the voice of your cry; when He saw, He heard you. These things are like the evangelical word which the Lord spoke: «With the measure you use, it will be measured back to you.» For here also He measured mercy by the eagerness of repentance; for He called eagerness 'voice'. Instead of: according to your diligence, according to your turning back you will receive mercy.
