Then comes the following verse: And no longer will it be strong enough for Ephraim to flee to it for refuge, and no longer will there be a kingdom in Damascus. This perhaps came about during the Roman times, when, after the coming of our Savior, the whole district was laid waste and the kingdom of Damascus was destroyed. The first part of the prophecy makes it clear that the absolute disappearance of Damascus is not predicted, but rather a partial fall. This is made clear through the phrases no longer will it be strong and no longer will there be a kingdom in Damascus. For the prophet says how it will be: it will certainly not be as strong as it used to be, nor will it again possess such an extensive rule. And in another way, it befell these places, when the prophecy announced beforehand humiliation for the private lives of those who dwelled in Damascus. And thus we are accustomed to saying that the rich and those of rank fell and were driven to extreme penury when they were deprived the privilege that they had possessed. This is what the following verse is about: “The house of Israel has fallen, no more to rise.” Therefore, in saying see, Damascus will be removed from among cities and will become a ruin, abandoned forever, he adumbrates the downfall of the imperial power that the shining city had once possessed. For it alone of all Syria was dominant, for the cities which exist in Syria today had not yet been built. For Antioch and Apameia and Laodicea and other such cities appeared after these things, after the death of Alexander the Great, but before Damascus came to dominate all the cities of Syria as the imperial city of the Syrians. Therefore, it was about to fall from the imperial honor and to be abandoned as mediocre and abased and insignificant, so that in the city as well as in the country, its empty terrain would be inhabited by common people as herds and flocks, and no enemy would trouble them any longer. For this reason it has been said: See, Damascus will be removed from among cities, which very clearly means from among imperial cities. This is what we are to understand as contained in the verse: She will become a ruin, abandoned forever, and to be a fold and resting place for flocks, and there will no longer be anyone to drive them away.
These things found fulfillment during the Roman rule when Damascus was in part reestablished. For he says that the former imperial city would completely disappear. And thus the prophecy foretells that the city which would be re-established and which we know today would no longer be awarded the imperial honor or rule the nation of the Syrians. But that which 115 formerly possessed great power has fallen, and in a single night it has been abandoned to be a fold for flocks and a resting place for cattle. The Word is accustomed to calling worthless land a place to graze herds. No one besieged the city of Damascus while it was under Roman administration, and it should be clear to everyone that it was not able to act as an ally to the Jewish nation while it was in such a situation. Therefore, the text says: And no longer will it be strong enough for Ephraim to flee to it for refuge, and no longer will there be a kingdom in Damascus and the rest of Syria. Do not suppose that he says Damascus will be deprived of the imperial honor and that another city of Syria will be awarded it, for he says a capital will no longer be in Damascus or anywhere else in the nation of Syria. He next teaches the reason for this when he says to the city’s face: For you are not better than the sons of Israel and their glory. For if those who were once called the people of God fell from their place of honor and lost the independence and kingdom that had once been administered among them, then it is not for you, O Damascus, who suffered similar things to be terribly upset. For you are not better than the sons of Israel and their glory, which has been taken away.
