And these things will happen on the earth—I am speaking about those who once inhabited the earth—because lawlessness has prevailed on it. For this reason, he says at the conclusion of the word: And it will fall and will not be able to rise. For, indeed, the earth and earthy flesh and the body-loving soul and those who once inhabited the earth all once fell, in that they underwent death in this mortal life. But they will also experience the universal resurrection and “stand before the judgment seat of God” “so that each one may be repaid for what he has done in the body, whether good or evil.” This will take place when they are judged and fall from all good hope, and then they will be delivered over to the punishments that have been threatened. It is at that time that those who have fallen away from God will no longer be able to rise.
