After foretelling the conversion of the Gentiles to God and the unfaithfulness of the Jewish nation to Christ, the Word turns to address the multitude of nations who remain in unfaithfulness like Damascus itself and the other lands and who are about to persecute and besiege the church. Accordingly, he appeals to the imagery of a swelling sea and says that they will be driven into confusion and that they will be troubled, nonplussed by the evangelical preaching that reduces the error of idolatry to nothing. Therefore, the text says: Ah, the multitude of many nations! It will roar like water. For just as the backsides of the sea hunch and are raised up when driven by a storm and troubled by the winds, creating a great noise that terrifies those on the open seas, so also the multitudes of those Gentiles who remain in unfaithfulness and idolatry in Damascus itself and in the other countries are easily perturbed by the spirits of the air, and they rise up and roar as the sea against the church of God. For this reason, the text says: They will roar like water, many nations like much water, as when much water is carried.
